That's correct, they don't. You can read their explanation for that here https://ao3-n6.uefi233blog.eu.org/comments/915978526 -- my point being that however more efficient and easy it's claimed to be, something obviously isn't working if it takes more than a year to respond to tickets. And aside from this, there have been other basic suggestions given in the past that maybe could be reconsidered. So far, AO3 has unfortunately only focused on giving suggestions that ignore the real problem -- such as telling users that they should comment on TOS-breaking works themselves, rather than sending in a ticket.
I would have bought "that's too hard for us to implement", but in no universe is it EVER easier to investigate reports when they're not aggregated. omg.
