He is the actual miraculous user of the Cat.Chats agency has actual miraculous( his boss is the guardian {NOT master fu, A self made character})
The villain agency has self made miraculous: A technology in the form of a ring,necklace,brooch or bracelet(basically whatever form a normal miraculous comes in) which has been infused with minimal magic.Cat Valentine is a woman working for the opposing agency,tasked with many,many missions to bring down the technical wrongs in the society they live in.She is the fake miraculous holder of the Cat.
